What Is The Greater Norwich Call for Sites?

A Call for Sites is not a planning application. Instead, it is an information-gathering exercise used by the Councils to identify land that may be suitable for future development.

Through the Call for Sites process, the Council assesses:

  • site availability and ownership

  • potential land uses (e.g. housing, employment, mixed use)

  • constraints such as highways, flood risk and landscape

  • deliverability and timescales

Land that is not promoted at this stage risks being excluded from future growth strategies. The Greater Norwich Call for Sites is open from 9th February 2026 to 23rd March 2026.

How Cedar Planning Represents Landowners

Cedar Planning provides end-to-end representation for landowners promoting sites through the Greater Norwich Call for Sites.

Free Site Appraisal

We begin with a high-level planning appraisal, considering:

  • planning policy context

  • settlement boundaries and spatial strategy

  • access, highways and infrastructure

  • flood risk, ecology and environmental constraints

  • deliverability and development form

This allows us to advise honestly on prospects and risks before any commitment.

Call for Sites Submission

Where promotion is appropriate, we:

  • prepare and submit the Call for Sites form

  • define a clear and realistic site boundary

  • identify suitable land uses and scale of development

  • provide supporting planning commentary

  • ensure the submission aligns with emerging policy direction

Our focus is on credibility, clarity and deliverability – the factors that matter most to plan-makers.

Ongoing Plan Promotion

Where required, we can continue to represent landowners through:

  • further plan consultation stages

  • responses to site assessment outcomes

  • Local Plan representations

  • long-term strategic land promotion

Who Should Consider Submitting Land?

You should consider professional representation if:

  • you own land within or adjacent to a settlement

  • your land is currently undeveloped or underutilised

  • you are considering future sale or promotion

  • you want to understand planning potential before making decisions

  • you wish to maximise long-term value rather than short-term disposal

Early, well-judged promotion often produces the strongest outcomes.
