Warwickshire is not planned by a single authority. Applications are decided by five separate district and borough councils, each with its own adopted plan, and two of them are now writing a joint plan to 2050. Cedar Planning helps landowners, developers and householders read that patchwork correctly before they commit time and money.

How planning works across Warwickshire

Warwickshire County Council handles minerals, waste and highway advice, but almost every planning application for homes, extensions, conversions and commercial schemes goes to one of five lower-tier councils. North Warwickshire and Nuneaton and Bedworth sit to the north, facing the Birmingham and Coventry fringe. Rugby occupies the east. Stratford-on-Avon and Warwick District cover the south, from the Leamington and Warwick towns down to the Cotswold edge.

Each council runs its own validation checklist, its own adopted policies and its own approach to pre-application advice. A proposal that fits comfortably in Rugby can struggle in Stratford-on-Avon, where rural settlement policy and landscape character carry more weight. We start every Warwickshire instruction by confirming which plan is in force, which emerging policies are gaining weight, and whether a neighbourhood plan applies to the parish.

The plan-making picture is unusually busy for 2026. Nuneaton and Bedworth adopted its Borough Plan Review (2021 to 2039) on 10 December 2025. Rugby submitted a new Local Plan covering 2025 to 2042 in April 2026, with hearing sessions scheduled for later in the year. North Warwickshire published a draft Regulation 18 plan in June 2026 to replace its Local Plan adopted in September 2021.

In the south, Stratford-on-Avon District Council and Warwick District Council are preparing the joint South Warwickshire Local Plan, which will guide growth to 2050. Its Regulation 19 publication consultation ran from 21 July to 8 September 2026, and the councils aim to submit it for examination by 31 December 2026. Until then, the Stratford-on-Avon Core Strategy (2016) and the Warwick District Local Plan 2011 to 2029 (2017) remain the starting point.

Warwickshire-specific planning issues

West Midlands Green Belt

Green Belt wraps around Coventry, Birmingham and the Arden towns, covering much of North Warwickshire, the north of Warwick District and parts of Rugby and Stratford-on-Avon. Grey belt arguments now sit alongside the older very special circumstances test.

Cotswolds National Landscape

The southern tip of Stratford-on-Avon District lies within the Cotswolds National Landscape. Proposals there are tested against great weight for landscape and scenic beauty, so design, materials and siting need careful evidence.

HS2 through the county

The HS2 line crosses Warwickshire, and safeguarding, construction compounds and changed access arrangements affect land near the route. We check safeguarding and consultation requirements early for sites close to the corridor.

Historic towns

Warwick, Royal Leamington Spa, Kenilworth and Stratford-upon-Avon hold dense clusters of listed buildings and conservation areas. Shopfronts, rear extensions and changes of use regularly need a heritage statement to be validated and approved.

The Warwickshire policy landscape in 2026

Because five development plans operate side by side, the same type of proposal can be judged by quite different wording. North Warwickshire's 2021 Local Plan concentrates growth on its market towns of Atherstone, Coleshill and Polesworth. Rugby's 2019 plan directs most development to Rugby town and large urban extensions. Nuneaton and Bedworth's newly adopted Borough Plan Review now carries full weight as the most recent plan in the county.

In the south, the South Warwickshire Local Plan is at the pre-submission stage. Emerging policies gain weight as they move through examination, so we advise clients on both the adopted plan and how far the new plan's direction should shape a scheme being designed now. For land promoters, the period before submission and the examination hearings are the key moments to be heard.

National policy sits over all five plans. The December 2024 changes to the National Planning Policy Framework introduced grey belt land and revised the tests for development in the Green Belt, which matters across a county where Green Belt shapes the edge of Coventry, Birmingham and the Arden settlements. Councils Which council decides my Warwickshire planning application?

It depends on the location. Applications go to North Warwickshire Borough Council, Nuneaton and Bedworth Borough Council, Rugby Borough Council, Stratford-on-Avon District Council or Warwick District Council. The county council deals with minerals and waste and gives highway advice. We confirm the correct authority, and any neighbourhood plan, at the start of every instruction.

Local plan What is the South Warwickshire Local Plan?

It is a joint plan being prepared by Stratford-on-Avon and Warwick District councils to guide development to 2050. The Regulation 19 consultation closed on 8 September 2026, and submission for examination is targeted by the end of 2026. Landowners wanting sites considered should take advice on Local Plan representations.

Green Belt Can I build in the Warwickshire Green Belt?

Some development is acceptable, including proportionate extensions, limited infilling and, since the 2024 NPPF changes, some development on grey belt land where the tests are met. Landscape Does the Cotswolds National Landscape affect my site?

Only if it lies in the southern part of Stratford-on-Avon District within the designated boundary, or where a proposal would affect its setting. Inside the National Landscape, national policy gives great weight to conserving landscape and scenic beauty, so new buildings, extensions and conversions need careful design and supporting evidence.
