Redbridge mixes an Elizabeth line growth corridor and a metropolitan town centre at Ilford with interwar suburbs in Gants Hill and Barkingside, the Victorian and Edwardian streets of Wanstead and Woodford, and a large belt of open countryside to the north. Each part brings its own planning questions.

The Redbridge Local Plan and what comes next
Decisions in Redbridge rest on the Redbridge Local Plan 2015 to 2030, which the council adopted on 15 March 2018. It set a minimum of 16,845 new homes over the plan period and grouped growth into five Investment and Growth Areas: Ilford, the Crossrail Corridor through Seven Kings, Goodmayes and Chadwell Heath, and the district centres at Gants Hill, South Woodford and Barkingside.
The plan also took land out of the Green Belt for housing. Policies LP1Ba and LP1Bb cover the King George and Goodmayes Hospital site and land at Billet Road, both allocated for new neighbourhoods on former Green Belt land.
A replacement is on the way but not imminent. The council's Local Development Scheme, updated in March 2025, programmes a Local Plan Review across 2025/26 to 2028/29, and describes the timetable as indicative while the new plan-making system under the Levelling-up and Regeneration Act 2023 settles. It does not expect any new supplementary planning documents in that period.
For now, then, the 2018 plan and the London Plan 2021 are the main tests. That stability is useful for applicants, although parts of the plan are older than recent national policy, so we also address the current NPPF where it has moved on.
Small HMOs have needed permission since December 2019
Redbridge's non-immediate Article 4 Direction on Class C4 houses in multiple occupation took effect across the whole borough on 6 December 2019. A shared house for three to six people now needs planning permission, unless the use lawfully existed before that date.
Redbridge-specific planning issues
The London Plan 2021 gives Ilford an indicative capacity of 6,000 homes. There is no masterplan SPD for the town centre, and the GLA and the council are preparing an Opportunity Area Planning Framework.
Roughly a third of the borough is Green Belt. Policy LP34 protects it and Metropolitan Open Land, so extensions, outbuildings and new dwellings there face tight national and local tests.
Epping Forest, a Natura 2000 site, reaches into the borough around Woodford, so larger schemes nearby may need to show no harm to its protected habitats.
Policy LP6 manages flat conversions and HMOs to protect family housing, and many refusals in Gants Hill and Ilford turn on unit sizes and amenity.

The 2018 plan runs from LP1, the spatial development strategy, to LP41 on delivery and monitoring. Growth areas are set out in LP1A to LP1E. Housing policies include LP2 on delivering housing growth, LP3 on affordable housing and LP5 on dwelling mix. Design is covered by LP26, with LP27 for tall buildings, LP31 for basements and LP33 for heritage.
At the London level, Policy G2 of the London Plan protects the Green Belt and G3 Metropolitan Open Land, while H1 and H2 encourage more homes on well-connected and small sites. The Elizabeth line stations at Ilford, Seven Kings, Goodmayes and Chadwell Heath give good grounds for higher density, provided the design responds to the suburban streets behind them.
The council charges its own Community Infrastructure Levy, indexed each year, on top of the Mayoral CIL. Liability is worth checking early, as the relief and exemption forms must be submitted before work begins.
Key policy areas we navigate
Building in rear gardens is resisted where it harms character, biodiversity or neighbours, so backland plots need careful access and layout design.
LP27 sets the criteria for tall buildings, and proposals along the Elizabeth line corridor are tested hard against the two-storey suburban streets around them.
The balance of shops and the clustering of particular town centre uses are managed in Ilford and the district centres, which affects changes of use on parades.
Basement proposals need to show structural, drainage and amenity impacts are acceptable, particularly in older housing in Wanstead and Woodford.

Redbridge's policies are stable, but the borough has sharp edges between them. A plot in Barkingside can be on the Green Belt boundary, and a house in Ilford can fall within the Opportunity Area, a conservation area and the HMO direction at the same time. Getting the route right early matters.

Redbridge Planning FAQs
Which Local Plan does Redbridge use to decide applications?
The Redbridge Local Plan 2015 to 2030, adopted in March 2018, together with the London Plan 2021 and the NPPF. The council is preparing a review, but it is at an early stage and carries little weight yet.
My house has been shared since 2018. Do I need permission now?
Probably not, if the small HMO use began before 6 December 2019 and has continued. The safest course is a Lawful Development Certificate backed by tenancy, council tax and licensing records.
Can I extend a house in the Redbridge Green Belt?
Yes, if the extension is not disproportionate to the original building. Policy LP34 and national policy apply. The size of previous additions counts, so a record of what was built and when helps.
Is there a masterplan for Ilford town centre?
Not at present. The GLA's 2025 review of the Ilford Opportunity Area notes there is no masterplan or SPD, and says the Mayor and the council are preparing an Opportunity Area Planning Framework. Until then, LP1A and the London Plan guide development.
Can I split a semi-detached house in Gants Hill into flats?
It can be possible, but Policy LP6 limits conversions to protect family homes and expects good-quality units. Our guide to converting a house into flats explains the main tests.
When can I promote land for the next Redbridge plan?
The Local Development Scheme shows evidence-gathering and drafting from 2025/26. A call for sites or early consultation would be the first chance. Preparing site evidence now puts owners in a stronger position.
