Around 30 per cent of the borough is conservation area, and the Local Plan contains a policy for almost every kind of alteration. Lambeth's 2021 Local Plan and what comes next
The Lambeth Local Plan 2021 was adopted on 22 September 2021, replacing the 2015 plan, and runs from 2020 to 2035. It is organised by topic, with housing policies prefixed H, economic policies ED, environment EN and built environment Q, and ends with eleven place policies, PN1 to PN11, covering areas such as Waterloo and South Bank, Vauxhall, Brixton and Streatham.
Two neighbourhood plans also form part of the development plan: the South Bank and Waterloo plan and the Kennington, Oval and Vauxhall plan. Applicants in those areas need to address neighbourhood policies as well as the borough's own.
A separate Site Allocations Development Plan Document covers 13 sites across the borough. It has been through examination and the council received the Inspector's report on 3 March 2026, so its policies now carry considerable weight for anyone with an interest in one of those sites.
Looking further ahead, Lambeth has published a formal notice of its intention to prepare a new Local Plan under the reformed plan-making system, with preparation due to begin at the end of October 2026. Landowners who want sites considered should watch for its first engagement stages.
Vauxhall Nine Elms Battersea and Waterloo
North Lambeth sits within two London Plan Opportunity Areas, Vauxhall Nine Elms Battersea and Waterloo, and much of it lies inside the Central Activities Zone. That brings higher density expectations, strong office protection and close attention to strategic views and the Thames.
What makes Lambeth planning distinctive
Modified Article 4 Directions in force since 28 October 2022 remove office and shop to home rights in parts of the CAZ, key industrial areas, Brixton, Streatham, Clapham High Street and West Norwood.
A targeted Article 4 Direction took effect on 11 August 2025 across Streatham Common and Vale and Streatham St Leonard's wards, so C3 to C4 changes there need permission.
With 62 conservation areas, including Clapham, Kennington and Brixton, and further Article 4s on alterations in areas such as Albert Square and Stockwell Park, even windows and front walls can need consent.
Tall buildings are steered by Policy Q26, and views of the Palace of Westminster World Heritage Site, protected under Q19 and Q25, can limit height well inland from the river.

For housing, H5 sets housing standards, H6 covers residential conversions and H9 deals with hostels and HMOs. The Q chapter is the one householders meet most: Q2 on amenity, Q5 on local distinctiveness, Q11 on alterations and extensions, Q14 on development in gardens, Q22 on conservation areas, Q24 on the River Thames and Q27 on basement development.
The Lambeth Design Guide SPD, adopted on 8 August 2023, sets out detailed expectations for extensions and alterations. Lambeth also charges its own Community Infrastructure Levy, first introduced in 2014 and replaced by a revised 2022 charging schedule, on top of the Mayoral CIL.
From the London Plan 2021, the policies that most often come into play are SD4 and SD5 on the Central Activities Zone, D9 on tall buildings, HC4 on the London View Management Framework and E4 to E7 on industrial land.

Lambeth Planning FAQs
Which Local Plan does Lambeth use to decide applications?
The Lambeth Local Plan 2021, together with the London Plan 2021 and the neighbourhood plans for South Bank and Waterloo and for Kennington, Oval and Vauxhall. The Site Allocations DPD adds policies for 13 specific sites, and a new Local Plan is at a very early stage.
Do I need planning permission for a small HMO in Lambeth?
In Streatham Common and Vale and Streatham St Leonard's wards, yes, since 11 August 2025. Elsewhere a C3 to C4 change may be permitted development, although licensing still applies. Our HMO Article 4 guide explains the wider picture.
Is Class MA available for an office near Clapham High Street?
Often not. One of Lambeth's directions covers the Clapham High Street primary shopping area and nine nearby office locations. We check the exact boundary before advising whether prior approval or a full application is the right route.
Does Lambeth allow basement extensions under houses?
Policy Q27 allows them within limits. The council looks at the size of the basement, effects on neighbours and trees, flood risk and how construction will be managed. In a conservation area, lightwells and front changes need particular care.
Is there Lambeth guidance on extension design?
Yes. The Lambeth Design Guide SPD, adopted in August 2023, covers roof additions, rear extensions and other alterations, and officers refer to it routinely. Designs that follow it tend to move through the process with fewer amendments.
My street is in a conservation area with an Article 4 Direction. What changes?
Lambeth has Article 4 Directions on external alterations in conservation areas including Albert Square, Hyde Farm, Stockwell Park and Vauxhall. Works such as replacing windows or doors can then need permission, and a short heritage statement helps.
