Mapped heights, riverside to Roehampton
Wandsworth is one of the few London boroughs that draws its tall building zones on a map, with a maximum height for each. Add the Nine Elms stretch of the Central Activities Zone, a long Thames frontage and housing policies revised in March 2026, and the policy position on any site can shift a great deal from one street to the next.

The 2023 Local Plan and its 2026 update
The Wandsworth Local Plan 2023 to 2038 was adopted on 19 July 2023. It plans for at least 20,311 homes over fifteen years, roughly 1,350 a year, and divides the borough into nine areas with their own strategies: Wandsworth town centre, Clapham Junction, Putney, Tooting, Balham, the Nine Elms Opportunity Area, Roehampton and the Alton Estate, the Riverside and the Wandle Valley.
Only months after adoption the council began a partial review of its housing chapter. The Wandsworth Local Plan Partial Review was submitted on 30 April 2025, examined, and adopted on 4 March 2026. It replaces six policies with new versions carrying the same numbers: LP23 affordable housing, LP24 housing mix, LP28 student housing, LP29 housing with shared facilities, LP30 build to rent and LP31 specialist housing.
The practical effect is a stronger push on affordable tenure. Revised LP23 asks major schemes for 50 per cent affordable housing by habitable room, with at least 70 per cent of that as social rent, and it now expects small schemes of one to nine homes to contribute too, either on site or through a payment.
Everything outside those six policies, including the design, heritage, tall building and employment chapters, remains as adopted in 2023.
Vauxhall Nine Elms Battersea
The north-east of the borough sits within the Vauxhall Nine Elms Battersea Opportunity Area and the Central Activities Zone, home to Battersea Power Station and the new US Embassy quarter. Density, office and river policies there are quite different from the rest of Wandsworth.
What sets Wandsworth apart
Policy LP4 treats seven storeys or 21 metres as tall and allows tall buildings only in zones shown in Appendix 2 of the plan, each with its own height range. Mid-rise zones carry lower limits.
A Class E to C3 Article 4 Direction, modified by the Secretary of State in July 2022, covers the Nine Elms CAZ, the main town centres and around 60 employment sites.
Article 4 Directions apply in eight conservation areas, including the Shaftesbury Park, Latchmere and Totterdown Fields estates, so doors, windows and roofs on those cottage terraces need consent.
Policy PM9 steers height on the Thames frontage to mapped zones, and a separate Article 4 Direction on pubs and bars removes permitted development rights that would otherwise let them change use without an application.

The Wandsworth plan combines area strategies prefixed PM with borough-wide policies prefixed LP. LP1 sets the design-led approach, LP3 protects the historic environment and LP4 governs tall and mid-rise buildings. For homes, LP25 and LP26 protect self-contained housing and limit flat conversions, and LP27 sets housing standards. PM9 covers Wandsworth's riverside.
The tall building maps rest on the Wandsworth Urban Design Study of December 2021, which the examining Inspectors found proportionate and robust. Proposals that exceed a zone's height range, or sit outside a zone entirely, face a difficult policy case under LP4.
Wandsworth has charged its own CIL since 1 November 2012, using four charging zones, on top of the Mayoral CIL. London Plan 2021 policies that matter most here include SD1 on Opportunity Areas, SD4 on the CAZ, D9 on tall buildings and SI 14 on waterways.

Wandsworth's policies are more prescriptive than most, particularly on height and, since March 2026, on affordable housing from small schemes. A proposal that would have been acceptable two years ago may now need a contribution or a different mix.
Early advice is also useful where a site lies at a boundary, between a mid-rise zone and a tall building zone, or just inside the Article 4 area for commercial conversions.

Wandsworth Planning FAQs
How do I know what height Wandsworth will accept on my site?
Check Appendix 2 of the Local Plan. It maps tall building zones and mid-rise zones, each with a height range. Policy LP4 only supports tall buildings of seven storeys or 21 metres and above inside a tall building zone, and heights beyond the stated range need strong justification.
Do small housing schemes now pay towards affordable housing in Wandsworth?
Yes. The Partial Review adopted on 4 March 2026 extends revised Policy LP23 to schemes of one to nine homes, through either on-site provision or a financial contribution. Build this into a feasibility study before buying a site.
Can I split my Battersea terrace into two flats?
Possibly, but Policy LP26 limits conversions that lose family-sized homes, and the flats must meet LP27 and national space standards. Our guide to converting a house into flats covers the main tests.
Is Class MA available for an office in Clapham Junction?
Usually not. Wandsworth's Class E to C3 Article 4 Direction covers the Clapham Junction town centre along with Wandsworth Town, Putney, Tooting, Balham, Nine Elms and many employment sites. Buildings outside the mapped areas may still qualify for prior approval.
Which Wandsworth conservation areas have Article 4 Directions?
Eight: Dover House Estate, Heaver Estate, Latchmere Estate, Putney Lower Common, Roehampton Village, Shaftesbury Park Estate, Totterdown Fields Estate and Wandsworth Common. Some directions cover only part of an area, so check the specific property.
