The opportunity

What is the Bedford Call for Sites?

The Call for Sites is an early but important stage in preparing the Bedford Borough Local Plan 2050. It allows land and development opportunities to enter the Council's evidence base before decisions are made about future growth.

Bedford Borough Council is inviting landowners, developers, businesses, community groups, parish councils and residents to nominate potential opportunities across the Borough. Sites can range from small infill plots to large strategic locations.

Submissions must identify the site boundary, proposed land use, estimated capacity, delivery timescale and known constraints. Putting land forward does not guarantee allocation, but a focused planning case can help officers understand what the site could deliver and how identified issues may be addressed.

Cedar Planning can provide a proportionate desktop review before you commit to a full submission. Where promotion is justified, we can prepare the written case and coordinate the supporting information needed to present the opportunity clearly.

Call for Sites Bedford: what can be submitted?

Housing land

Infill plots, village-edge land, urban extensions, mixed residential opportunities and larger strategic sites.

Employment uses

Commercial, industrial, logistics, office and other opportunities supporting jobs and economic growth.

Community and leisure

Recreation, health, education, community facilities and other uses responding to local needs.

Energy and regeneration

Renewable energy, previously developed land, town-centre opportunities and regeneration projects.

More than a form

A site nomination should make a planning case.

The Council needs enough information to assess an opportunity. A strategic submission goes further by explaining why the site is a credible, deliverable and sustainable option for the Local Plan.

A basic nomination

Identifies the land, but can leave key questions unanswered.

  • Limited explanation of planning policy and settlement strategy
  • Constraints recorded without showing how they may be addressed
  • No clear development concept, capacity or delivery narrative
  • Difficult to distinguish the site from competing opportunities

An evidence-led submission

Frames the opportunity around suitability and delivery.

  • Sets out the planning context and the site's strategic role
  • Reviews access, landscape, heritage, ecology, flood risk and infrastructure
  • Explains availability, achievability and a realistic route to delivery
  • Creates a foundation for representations at later Local Plan stages

04

Site submission

Preparation of the Call for Sites response, supporting statement and plans, coordinating specialist input where justified.

05

Ongoing promotion

Monitoring, Local Plan representations and targeted responses as the Council's evidence and preferred strategy develop.

Frequently asked questions

Bedford Call for Sites FAQs

The Call for Sites is not a planning application. It is the start of a longer plan-making and land-promotion process.

What is the Bedford Call for Sites?

It is an early stage of the Bedford Borough Local Plan 2050 where landowners and other stakeholders can identify land or development opportunities for assessment. A submission does not grant planning permission and does not guarantee that a site will be allocated.

When does the Bedford Call for Sites close?

The current consultation closes at midnight on 30 October 2026. Allow time before the deadline to identify constraints, prepare the site boundary and assemble supporting information.

Who can put a site forward?

The Council is inviting submissions from landowners, developers, businesses, community groups, parish councils and residents. The person submitting must own the site or have permission from the landowner.

Can small sites be submitted?

Yes. Bedford Borough Council has stated that opportunities can range from small infill sites to large strategic locations. Supporting evidence should be proportionate to the scale and complexity of the site.

What information should support a site submission?

The online submission asks for information including the site boundary, proposed land use, estimated capacity, delivery timescale and constraints. A stronger planning case can also address policy, access, infrastructure, ownership, availability and achievability.

Does Cedar Planning guarantee an allocation?

No consultant can guarantee an allocation. We provide an honest assessment and an evidence-led case designed to give the Council the clearest possible understanding of the opportunity and how identified issues may be addressed.

What happens after the site is submitted?

The Council will assess submissions through the Local Plan process. Further evidence, consultation and representations may be needed as the site-selection method and development strategy evolve.

Can a previously promoted or rejected site be submitted again?

Potentially, yes. The key question is whether there is a credible reason to revisit the site, such as changed circumstances, new evidence, a revised development concept or a response to previous concerns.

Discuss your land

Is your Bedford site worth promoting?

Send us the location and a short summary. We will review the information and recommend a proportionate next step—whether that is a focused appraisal, a Call for Sites submission or no further action at this stage.
