Welwyn Hatfield joins the second garden city with a post-war new town and a university campus, all ringed by Green Belt covering around three quarters of the borough. Homeowners in Welwyn Garden City often need consent under the Estate Management Scheme as well as planning permission, while Hatfield has its own controls on shared housing and upward extensions.

From the 2023 plan to a new plan to 2043
The Welwyn Hatfield Local Plan 2016 to 2036 was adopted on 12 October 2023, replacing the 2005 District Plan after an examination lasting several years. Strategic policies run from SP 1 to SP 25, and site allocation and development management policies from SADM 1 to SADM 35.
Adoption came with a catch. Need was assessed at 15,200 homes, and the allocations did not reach that figure for the full plan period. Policy SP 2 therefore committed the council to start a review within a year of adoption, and that review has moved quickly.
The new plan, covering growth to 2043, is out for Regulation 19 consultation from 23 September to 5 November 2026. The council's August 2025 timetable anticipated submission in October 2026 and adoption in June 2027, though the consultation dates suggest submission will follow slightly later. Landowners and objectors should treat this consultation as the last opportunity before examination.
Several large allocations from the 2023 plan are now shaping the borough, including Broadwater Road West in Welwyn Garden City (SP 17), land north east and south east of the town (SP 18 and SP 19, the latter shared with East Hertfordshire), North West Hatfield (SP 22) and the Marshmoor life science area at Welham Green (SP 23).
Planning permission is not always enough in Welwyn Garden City
The Estate Management Scheme covers most of Welwyn Garden City and has its own consent process, design guide and appeals panel. It runs alongside planning, so a porch or extension allowed under permitted development may still need scheme consent. We check both before drawings are finalised.
Local issues that come up again and again
Policy SP 15 is dedicated to the historic environment of Welwyn Garden City, and the Estate Management Scheme adds control over materials, boundaries and front gardens across much of the town.
An Article 4 Direction in force since April 2011 removes the right to create small HMOs in Hatfield, backed by an HMO Supplementary Planning Document. Policy SP 21 addresses the University of Hertfordshire.
A second Hatfield Article 4 Direction, made in June 2022 and modified that October, means adding storeys to existing blocks of flats needs full planning permission.
Directions at land west of Vineyards Road, Northaw and at Digswell Park Road stop fencing, temporary uses and new accesses on sold-off plots without permission.

Design is led by SP 9 on place-making and high quality design, with SADM 11 on amenity and layout used in almost every residential decision. Larger sites must follow agreed masterplans. SADM 12 covers parking, servicing and refuse storage, which is often decisive for flat conversions in both towns.
Outside the towns and the villages inset from the Green Belt, SADM 34 governs development in the Green Belt and works alongside the NPPF. Since December 2024 national policy has allowed some development on grey belt land, and the new plan's approach to Green Belt boundaries will be tested at its examination. SADM 17 separately protects areas of Urban Open Land inside the settlements.
Welwyn Hatfield introduced the Community Infrastructure Levy later than its neighbours. The charging schedule was approved on 12 March 2025, and permissions granted on or after 1 October 2025 may be liable, depending on the zone and type of development. It sits alongside section 106 obligations for affordable housing and site-specific works.

Welwyn Hatfield Planning FAQs
Do I need Estate Management Scheme consent as well as planning permission?
Possibly. The scheme covers most of Welwyn Garden City and controls changes to homes and gardens independently of the planning system. Works that are permitted development, or that already have planning permission, may still need scheme consent. The council publishes a design guide and a map showing which properties are included.
Can I let a house to five students in Hatfield without planning permission?
Not in most cases. The Hatfield Article 4 Direction, in force since April 2011, removes the permitted development right to change a house to a small HMO. You will need planning permission, assessed against the HMO SPD, unless the use was lawfully established before the direction.
When can I comment on the new Welwyn Hatfield Local Plan?
The Regulation 19 consultation runs from 23 September to 6pm on 5 November 2026. Comments at this stage must address soundness and legal compliance, not general preferences. Our call for sites guide explains how land is assessed through the process.
Will my new house in Welwyn Hatfield pay CIL?
If permission was granted on or after 1 October 2025, the development may be liable, with rates set by zone and use under the charging schedule approved in March 2025. Self-build and some other exemptions exist, but claims must be made before work starts.
Can I add an extra storey to my block of flats in Hatfield?
Not under permitted development. An Article 4 Direction made in June 2022 removes the right to build additional storeys on existing blocks of flats in Hatfield. A full application is needed, and it will be judged on design, amenity for neighbours and residents, and parking.
