Key Local North Norfolk Constraints

What We Check on Every North Norfolk Site

Settlement Boundaries
Settlement Boundaries for North Norfolk's towns and villages are set through the North Norfolk Local Plan 2024 - 2040. Proposals within settlement boundaries are generally viewed more favourably, however there are still opportunities for development outside of Settlement Boundaries, especially where a site directly adjoins the Settlement Boundary.
Norfolk Coast National Landscape Area
Large parts of the coastal areas within North Norfolk are located within the Norfolk Coast National Landscape Area. These designations are afforded high levels of protection and proposals need to be carefully designed to avoid harm.
Conservation Areas
North Norfolk is home to 81 Conservation Areas and 2,265 Listed Buildings. Proposals which may affect their significance need careful consideration.
Spatial Strategy
Policy SS1 of the Local Plan seeks to locate the majority of new development in the larger towns and villages in the District. Cromer, Fakenham and North Walsham are identified as Large Growth Towns where a higher proportion of development will be located.

Policy Framework

North Norfolk Planning Policies — What It Means for Your Site

The North Norfolk Local Plan 2024–2040 was adopted on 17 December 2025 and provides the current development plan framework against which planning applications are determined. The Local Plan directs a significant proportion of growth to Cromer, Fakenham and North Walsham, which are identified as Large Growth Towns.

The Local Plan also identifies a number of smaller towns and villages where a lesser quantity of development will be located. Within Settlement Boundaries of Selected Settlements, the principle of residential and small-scale non-residential development may be supported, while the Plan also provides some opportunities adjoining the settlement boundaries of Small Growth Villages.

Understanding how the spatial strategy and settlement hierarchy applies to your location is often the starting point for any viable planning strategy. Sites within or adjoining settlements may need a very different approach from rural, edge-of-village or countryside proposals.

Cedar Planning monitors plan-making and development management in North Norfolk closely. The Council began preparing a new Local Plan in 2026 under the reformed plan-making system, including a summer 2026 Call for Sites and Scoping Consultation. This means longer-term site strategy should consider both the adopted 2024–2040 Local Plan and the emerging review.

Key Policy Areas We Navigate

Settlement Hierarchy

We assess whether your proposal is supported by the Settlement Hierarchy and Spatial Strategy within the Local Plan. This is a key consideration for identifying a strategy for your site.

Housing Land Supply & Growth Pressure

Where relevant, we consider housing delivery, emerging Local Plan evidence and whether the planning balance creates opportunities for new residential development.

Countryside Development

We advise on Class Q barn conversions and proposals outside defined Settlement Boundaries. We also advise on agricultural buildings and farm diversification schemes.

Strategic Land Promotion

For landowners and promoters, we prepare representations and strategy advice to support sites through the new Local Plan and future allocation process.

03

Householder Planning Applications

We assist with extensions, outbuildings, garages and garden structures across North Norfolk. We prepare the relevant supporting planning documents, and proactively manage the application on your behalf.

04

Planning Appeals

Receiving a planning refusal can feel frustrating, but it doesn't have to mean the end of your project. We assess the strength of the decision and advise whether an appeal or revised application offers the best route forward.

05

Commercial & Employment Development

Cedar Planning are ready to support your commercial development project, and we take great pride in supporting new and expanding businesses in the area. This includes change of use applications, farm diversification schemes and new employment premises across the district.

06
