Thurrock combines the working Thames riverside, two major ports and more than half of its land in the Metropolitan Green Belt. It also has one of the weakest housing supply positions in England. That mix creates real opportunity for landowners and householders, but only where proposals are pitched correctly against a development plan that is now more than a decade old.

The planning picture in Thurrock
Decisions are still made under the Core Strategy and Policies for Management of Development. It was adopted on 21 December 2011 and updated on 28 January 2015 after a focused review to align it with the first NPPF. Strategic policies carry CS codes, such as CSSP4 on the Green Belt and CSTP1 on housing provision, while the PMD policies handle the detail, including PMD2 on design and layout and PMD6 on development in the Green Belt.
Housing supply is extremely weak. In April 2026 the Secretary of State's decision on Kings Farm, Orsett, recorded supply of between 0.72 and 0.91 years and a Housing Delivery Test result of 35 per cent. The presumption in favour of sustainable development therefore applies to most housing proposals, and grey belt land can be released without the old very special circumstances test when the NPPF criteria are met.
That decision is also a warning. The Secretary of State accepted the former airfield was grey belt, yet still refused 750 homes because the site was car-dependent and poorly served by sustainable transport. Location and accessibility, assessed under policies such as CSTP15 and PMD9, remain decisive even where supply is this low.
A new Local Plan is moving quickly. The council published its draft in August 2026, planning for 28,880 homes to 2044 while keeping around 56 per cent of the borough in the Green Belt, with a six-week consultation after Cabinet on 26 August. It aims to submit by the end of 2026, with examination in 2027 and adoption expected in 2028, against the background of planned local government reorganisation with Basildon.
Grey belt is not a blank cheque in Thurrock
With supply below one year, many Thurrock landowners are exploring grey belt sites. The NPPF still requires a sustainable location and meaningful affordable housing and infrastructure, and the Kings Farm refusal shows that poor access can outweigh substantial housing benefits. Thurrock-specific planning issues
Development consent was granted in March 2025 for the new road linking the M25 between junctions 29 and 30 with the A13 at Orsett and a tunnel under the Thames near East Tilbury.
The Port of Tilbury and DP World London Gateway are part of the Thames Freeport, approved in March 2023, driving logistics and employment land demand along the riverside.
Revised plans announced in March 2026 drop the film studios and propose around 2,850 homes, a new station, school, medical facilities and employment space, with Muse as development partner.
Thurrock's riverside borders the Thames Estuary and Marshes SPA and Ramsar site, so net new homes normally require an Essex Coast RAMS contribution secured before permission.

Design is assessed under CSTP22 Thurrock Design, CSTP23 on character and PMD2 on design and layout. For extensions, the council's Design Guide for Residential Alterations and Extensions, part of the Thurrock Design Guide adopted in 2017, is the working reference, and a November 2025 appeal at Chadwell St Mary shows Inspectors applying it to front extensions and outbuildings.
Thurrock does not currently charge the Community Infrastructure Levy. Work on a CIL was suspended in 2015, and the council intends to bring forward a new levy alongside the Local Plan. Until then, contributions are secured through planning obligations under the Core Strategy. RAMS payments are collected separately under the Essex Coast RAMS SPD.

Can Thurrock Council show a five-year housing land supply?

The tilted balance therefore applies to most housing proposals, although Green Belt, habitats and accessibility policies can still justify refusal.
When will the new Thurrock Local Plan be adopted?

Is there a Community Infrastructure Levy in Thurrock?
Not at present. The council suspended its earlier CIL work in 2015 and plans a new levy alongside the Local Plan. Contributions are negotiated through section 106 agreements, and the Essex Coast RAMS tariff applies separately to new homes.
Will the Lower Thames Crossing affect my planning application?
It might if your land is near the route, which passes near South Ockendon, Orsett, Chadwell St Mary and East Tilbury. National Highways may be consulted, and land within the consented limits can be affected. We check the order limits during feasibility.
Is my Thurrock land grey belt?
Possibly. Grey belt is Green Belt land that does not strongly contribute to checking sprawl, preventing towns merging or preserving historic towns. Much depends on the site's boundaries and surroundings. Our explainer on grey belt land covers the tests.
